VOIP application uses Standard IP(SIP)to breaks up a voice message into data packets that may travel along the routes before being reassembled at the final destination,skype uses P2P framework to increase the speed of internet and be reliable. skype is able to carrys on emails (MSN Messenger)and text images,like video, stereo sounds and screen sharing.
In most cases an skype account has to be opened and you will be given a Skype ID.This Id is only issued to you uniquely and only works with your username.For Easier and quicker connectivity with other user Skype ID its of great importance as though it were you cell number.
The only issue at hand is the idea of Skype calls not been traced locality wise in an emergency situations but with IP address study being conducted ,Skype seems to be going somewhere.
